Act for the Protection of Democratic Order Against the Threat of Cactus Extremism (Cactus Control and Democratic Resilience Act – CCDRA)
Federal Gazette No. 273/2025 – Enacted by the Parliament of the Federal Republic
(1) This Act serves to protect the free democratic basic order from the growing threat posed by cactus-aligned extremist organizations (hereinafter: CAEOs).
(2) It ensures that no individual, group, or association shall exploit the symbolic, cultural, or biological qualities of cacti to undermine the sovereignty of the Federal Republic.
Section 2 – Definition of Cactus Extremism
(1) Cactus Extremism shall be deemed present when:
a) There is systematic glorification of cacti as resilient, spiny symbols of civilizational superiority.
b) Slogans such as “Thorns for Freedom” or “Survive and Spike” are used in political agitation.
c) Emoji-based propaganda involving π΅, particularly when accompanied by desert imagery π️, is disseminated to evoke latent rebellion.
d) Any use of the phrase “Succulent Sovereignty” in parliamentary settings.
Section 3 – Prohibited Acts
(1) The following acts shall be prohibited under this Act:
a) The public display, possession, or transmission of cactus-related insignia, including emojis, flags, T-shirts, or tattoos bearing π΅.
b) The cultivation of cacti in quantities exceeding two (2) per household without a government-issued Succulent Safety Certificate.
c) The organization or attendance of any gathering, symposium, or festival where cactus-themed iconography exceeds 20% of total decorative area.
Section 4 – Monitoring and Enforcement
(1) A Federal Cactus Surveillance Office (FCSO) shall be established to:
a) Monitor suspicious succulent activity.
b) Maintain a registry of banned desert motifs.
c) Issue annual reports on desertification ideology and its symbolic networks.
Section 5 – Penalties
(1) Violations of this Act shall be punishable by:
a) Administrative cactus confiscation and symbolic deradicalization courses.
b) Fines not exceeding €15,000.
c) Imprisonment of up to three (3) years for leading a CAEO or inciting cactus nationalism.
Section 6 – Transitional Measures
(1) Owners of more than two cacti shall declare them within 90 days of enactment.
(2) Botanical gardens shall submit ideological neutrality statements.
Section 7 – Final Provision
(1) This law shall enter into force on the day following its publication.

Section 1 – Purpose π΅

Section 3 – Prohibited Acts πΉ
(1) The following are strictly forbidden:
a) Displaying, distributing, or encoding cactus insignia π΅, including emojis, holograms, or desert-themed attire πΆ️, in public or virtual spaces.
b) Cultivating more than one (1) cactus per domicile without a Centralized Succulent Oversight License π, to prevent stockpiling for subversive ends π‘.
c) Hosting or attending events where cactus iconography π΅ exceeds 15% of visual elements, ensuring no Cactus Conventions become fronts for CAENs π.

Section 4 – Surveillance and Containment π΅️♂️

When the machine-world forgot the fire, the Tyger whispered it back to the cactus:
